Chief Minister Housing Assistance Program: Food, clothing, shelter are the basic needs of a human to survive in this Society. Having a good house or a place to live constitutes fulfilling of basic requirements for humans. That’s why to curb this problem the Housing Department of Meghalaya has launched Chief Minister Housing Assistance Program, which comprises two main points. The first or the most essential part is to provide raw materials for roofing as a grant to the families which are coming under EWS (Economically weaker Sections).
The purpose of providing this Chief Minister Housing Assistance Program grant is to improve their current residences. The second most important part of this Chief Minister Housing Assistance Program is to offer durable housing solutions to the families who are coming under the Low-Income Group (LIG) in the State, or who cannot build their own houses. This particular initiative will be imposed in both Rural and Urban areas, by allocating the funds in between the districts based on the provided budget for the financial year.

Meghalaya Housing Assistance Program Eligibility
- The beneficiary will be of 18 or more than 18 years of old.
- Should be a resident of Meghalaya.
- Should have residential proof that he/she is living here.
- Should have EPIC (Electors Photo Identification Card).
- Must have their own land for constructing the house.
- After completion of the house, the beneficiary cannot sell or rent that property.
- On the name of whom the house will be constructed, he or she cannot borrow any loan or advance from any state govt. or any financial institution.
- To get the credit link subsidy, the applicant must not own a house in Meghalaya, not on the name of any family members or on the name of self, or their spouse, and not even if on the name of unmarried children.
- To get the benefit, the beneficiary must produce their income proof.
- The selection will be based on the block wise target system.
Meghalaya Housing Assistance Program Benefits
The allocation of Chief Minister Housing Assistance Program fund will be done by cost sharing in parts. Likewise:
- A financial assistance of maximum Rs.75000.00 as credit link subsidy.
- If more funds required then beneficiaries can get it from other resources from SRWP, MGNREGS or bank loans.
- As per SOR (Schedule per rate) the cost of the house will be of Rs.2.30 lakhs.
- They beneficiary must have to follow the model plan given by the govt. to build their house.
- The houses must have durability, must have possess suitable location, and also it must have satisfied the sanitary condition.
- The finance must be allocated by following a pattern of distribution like Rs. 75000/ from the govt.- then Rs. 23000/- by the beneficiary and then Rs. 132000/-from any loan sources.
- As a part of Housing Scheme, the government will give assistance to EWS/LIG category.
Housing Assistance Program: Implementation Process
- The Deputy Commissioner of Housing Department and the District Housing Officer are responsible to manage this housing program.
- The annual target is set by the Director of Housing based on the allocated Budget.
- The BDO is in the charge for receiving the application in the rural areas and the District Housing Officer or Inspector of Housing in urban areas, following the schedule set by the Government.
- The official printed forms are provided by the Director of Housing is accepted as the application.
- Block Development Officer, District Housing Officer, or Inspector of Housing is responsible to distribute the forms.

FUND ALLOCATION AND SANCTION LETTER ISSUE
- The beneficiaries will get the fund through installments.
- These funds will be deposited in the bank accounts or postal accounts of the beneficiaries.
- Each beneficiary will get separate sanction letter for the fund release.
- The fund transfer is solely depending up on how much work is completed and how much is remained yet to be complete.
- The subsidy will be provided upfront, based on the work certified by the Block Level Housing Selection and Monitoring Committee (BLHSMC) or Urban Level Housing Selection and Monitoring Committee (ULHSMC).
Covered administrative expenses under Housing Assistance Program
- Mostly up to 0.50% of the released fund.
- Cost of mapping and photographing the house at its different stage.

- Sitting allowances and Honorarium of the chairman and Non official staffs.
